Kyiv School of Economics' research centre estimated the direct damage to Ukraine's energy infrastructure at $8.8 billion as of June. Last winter, Ukraine was helped by relatively mild weather, rapid repairs, nuclear power and electricity imports from Europe, but some officials expect tougher conditions this time. Volodymyr Kudrytskyi, head of national grid operator Ukrenergo, said the main grid, one of the most damaged parts of the energy system, was ready to transmit winter volumes of electricity. "The energy system is not as reliable and with a smaller reserve capacity than it was before the targeted strikes," he said.

Putin likely gave separatists the missile that hit flight MH17, investigators said on Wednesday. The team has been investigating the crash since August 2014, and said in a statement that there are "strong indications" that the Russian president decided on supplying the missile system to separatists in Ukraine. Investigators have previously said that the Malaysia Airlines plane was shot down by a Buk missile brought from Russia to a field in Ukraine. But, they added, it's not known whether their request explicitly mentioned the missile system that was later used to shoot down MH17. It was shot down over eastern Ukraine, where pro-Russian separatists had taken over parts of the country.

Ukraine has shared a list with European countries of some 10,000 items it urgently needs to maintain power. Since early October, Russian forces have targeted Ukraine's energy infrastructure, causing blackouts and forcing millions of people to endure sub-zero temperatures with little or no heating. As stockpiles of state-owned European power grids dwindle, Lorkowski expected the private sector to become more important in meeting Ukraine's energy infrastructure needs. A first tranche of U.S. power equipment worth $13 million has been shipped to Ukraine, officials said, and two more planeloads were due to leave shortly. Olena Osmolovska, director of the reform support team at Ukraine's energy ministry, said it would cost tens of billions of dollars to fully restore the energy system.
